Dear Special Procedures Team,
We respectfully submit this communication on behalf of Al Fajr Organization for Peace, Development and Justice, an independent civil society organization working in the field of human rights and international humanitarian law.
Please find attached an Urgent Appeal / Allegation Letter addressed to the relevant Special Procedures mandate holders, concerning the use of emergency orders and administrative measures by state-level authorities in North Kordofan State, Sudan, which have resulted in the deliberate obstruction of access to food, medicine, and essential goods for large civilian populations, particularly in the Dar Hamid areas.
The measures described in the attached submission have created a foreseeable and preventable risk to life and health, including the risk of famine and collapse of basic health services, and may amount to serious violations of international human rights law and international humanitarian law.
This communication is submitted as an institutional allegation concerning a pattern of violations, and does not claim procedural representation of identified individual victims.
Given the urgent and ongoing nature of the alleged violations, we respectfully request that this submission be treated under the Urgent Appeal procedure, and transmitted to the Government of Sudan as appropriate.
We remain at your disposal to provide any additional information or clarification that may be required.
