Sudanese Human Rights Organizations and Their International Allies: The SudaneseArmy Commits War Crimes and Crimes Against Humanity – Urgent Call for International Criminal Accountability

During the 60th session of the United Nations Human Rights Council, the Coalition of
Sudanese Human Rights Organizations and their international allies submitted a written
statement (A/HRC/60/NGO/100) exposing the scale of atrocities and grave violations
committed by the Sudanese Armed Forces and allied militias against civilians since the
outbreak of conflict in April 2023. The statement affirmed that these violations amount to
war crimes and crimes against humanity, posing a direct threat to regional and international
peace and security.


The statement painted a harrowing picture of Sudan’s humanitarian reality, detailing
widespread ethnic massacres in Darfur, Blue Nile, and South Kordofan, and the use of
internationally prohibited weapons—including chemical and incendiary arms—against
civilians and civilian infrastructure. It further highlighted the systematic use of sexual
violence and mass rape as deliberate tools of war to terrorize communities, along with the
targeted destruction of vital infrastructure such as hospitals, schools, and water sources.
These actions have exacerbated the humanitarian catastrophe, forcing hundreds of thousands
into displacement and deepening famine conditions.


The coalition stressed that the entrenched policy of impunity adopted by the Sudanese Armed
Forces has emboldened perpetrators and escalated violations. It therefore called for the urgent
activation of international accountability mechanisms, foremost among them the International
Criminal Court, with unrestricted access to conflict zones to collect evidence and initiate
investigations. The statement also underscored the importance of supporting the Office of the
High Commissioner for Human Rights and the Independent International Fact-Finding
Mission on Sudan in documenting and monitoring these crimes, as well as the imposition of
robust international sanctions against those responsible.


Equally, the statement emphasized the need to strengthen protection for victims through both
regional and international mechanisms, guaranteeing their active participation in transitional
justice processes that ensure redress and compensation. It called for immediate psychosocial,
medical, and humanitarian support—particularly for survivors of sexual violence—and urged
stronger protection for journalists and human rights defenders working under dire and
dangerous conditions.


In conclusion, the coalition urged the Human Rights Council to issue an unequivocal
condemnation of the violations and crimes perpetrated by the Sudanese Army, and to
intensify international efforts to end impunity and secure justice for victims.

It stressed that the continuation of these atrocities represents a grave challenge to the credibility of the global
human rights system and a decisive test of the international community’s commitment to
protect civilians in Sudan and guarantee their right to peace and stability under a civilian-led
governance that reflects the aspirations of the Sudanese people.
