Coalition of Sudanese Human Rights Organizations Delivers an Oral Statement before the Human Rights Council on Sudan

Within the framework of activating the participation of the Federation of Sudanese Human
Rights Centers, the Union of Sudanese Human Rights Organizations, the “Save the Civilians
in Sudan” Alliance, the Dawn Organization for Peace, Development and Justice, together
with international organizations holding consultative status with the United Nations, during
the 60th session of the Human Rights Council, these organizations took part in the session
dedicated to the review of the report of the Independent International Fact-Finding
Committee established by the UN Human Rights Council. The Committee’s second report
was presented, followed by a general debate that included member and observer states of the
Council, as well as oral interventions delivered by international NGOs.
The Dawn Organization for Peace, Development and Justice delivered its oral statement on
behalf of the allied organizations, addressing the human rights situation in Sudan, following
the presentation of the Committee’s report and the subsequent state interventions.

The statement read as follows:


Mr. President,

We affirm the importance of the Fact-Finding Committee’s report, and we call for the
renewal of its mandate and for ensuring its ability to operate in all regions of Sudan. We
condemn the practices adopted by the military government in Port Sudan, which have aimed
at obstructing its work and refusing to cooperate. We further call for strengthening the
Committee’s work in monitoring and documenting the violations committed by the Sudanese
Armed Forces, which have resulted in the world’s largest ongoing humanitarian crisis.


Mr. President,
The Sudanese Armed Forces continue to commit crimes and violations against civilians.
Together with allied militias, they have carried out summary executions and field killings,
alongside enforced disappearances, arbitrary arrests, torture, and child recruitment, with more
than 200 cases documented in 2025 alone. In addition, indiscriminate shelling has claimed
the lives of tens of thousands of civilians, resulting in 150,000 deaths, more than 14 million
refugees, and hundreds of thousands of injured. These crimes are being concealed through
false allegations of foreign interventions and the use of mercenaries, as a policy of deception
and denial of responsibility.


Mr. President,
Impunity threatens the credibility of the international system. We call upon this esteemed
Council to firmly condemn the violations and crimes committed by the Sudanese Armed
Forces, particularly their use of chemical weapons, and to activate international mechanisms
for accountability and justice regarding the crimes and abuses committed by them and their
allied armed groups, and to refer such crimes to the International Criminal Court. We also
call for the suspension of Sudan’s membership in the relevant United Nations bodies, and for
urgent and decisive steps to be taken to end the humanitarian tragedy in Sudan.
